Luepold 3-9x33 EFR Scope Problem

I have a Leupold 3-9x33 EFR scope that has been forgotten, laying in a drawer for years. I want to use it on my HW-30, but there is a problem. The adjustable objective ring is very, very difficult to turn, and the power adjustment ring is almost impossible to turn.

Is there anything I can do to loosen/free up these adjustments short of disassembling the scope? I've thought of putting a few drops of Ballistol or Kroil on the rings but am afraid of these thin liquids eventually migrating into the interior of the scope tube and messing up a nice scope. 

Anyone have any experience in solving these problems?
