Glad to help if I can. After over 50 years of playing with RF stuff, I can offer a comment. Assuming a good barrel and consistent ignition, ammunition is everything. Your best ammo will be very expensive, but some very expensive ammo won't shoot in your barrel. All you can do is test, and it is expensive and frustrating. The challenge of finding consistently good ammo was why I gave up RF benchrest for air rifle. Three critical variables, powder, priming, and brass are all removed. Casual RF shooting is great fun, and that's its only appeal to me now.

If you are only going to take a few shots occasionally (pesting), a hand pump would be fine. If you are planning on shooting for a hobby, not so much.

Diana Outlaw Gen 2 is a more recent conventional air rifle built by SPA. I think it has a gauge on the plenum which is somewhat unusual for SPA. Looks like it is only 177 and 22 and out of stock at least some places but it also might be worth a look.

I'm in Waco. If you want to put your hands on a few rifles to get the feel for them I have a few.
Springers:
HW35 and HW50 in 177 open sights
Hw97 in 22 scoped
PCP:
Air Arms 510 in 177 and 22 but no good backstop for them yet so can't fire them. However, can see weight/length of pull.

Welcome! Most everything you need information wise can be found here. If you're thinking PCP out the gate, you have to factor in your air source. I started by getting my feet wet with a couple cheap $200-$400 guns and a cheap compressor to work my way up. I knew from my research the cheap compressor would not be the end all be all, but even tho not used, it's still running today and beats hand pumping. Cost me about $160 if memory serves me correctly. The Zelos is still my favorite bang for the buck as it cost me $430 brand new and and has performed superbly. If you're looking right at the $1,000 mark, the Wildcat MK3 is a great option. I love my MK3 .25 700mm. Easy power wheel adjustments, makes it very easy to switch power levels without having to adjust the reg, until you get to the point we're you're comfortable doing so.
I definitely understand the hesitation to send $1,000 to a stranger on the internet for a used airgun, I was at first too. I've since purchased a few $1k plus guns from members on the forum and have been pleased with all of those purchases, if its a member with good standing feedback and been around I think you will be well taken care of, but that's just been my personal experience. That being said, I haven't been on the forums very long and would totally understand if someone was hesitant to buy a higher end gun through here because of it.

For what style of rifle are you looking? Black plastic AR style or traditional walnut and steel bolt/lever or semi auto?

Your "wants" seems to fit a FX Crown to a T . . . Mine is a stock .25, but I have .30, .22 and .177 barrels for it that are easy to install for a "tinkerer" Extremely accurate right out of the box and power adjustable. Beautiful rifle. Around $1800 new but yo could probably find a reliable one for a grand in the "For Sale" section.

With limited funds and the mention of working on it yourself without getting bored or ( it being overly complex considered as well ) in the process I will vote with the others above that a used FX Crown MK II could hold your interest for a substantial amount of time . I say this because of the ability to adjust power and change calibers fairly easy / quick = ( Some say this gets old and others do not mind it I wonder which are you ? lol ) with the added fun of learning how to properly tune it to meet your needs after the change . This is also a great way to spend money like a mad man and wonder what the heck happened to your wallet phenomenon that a lot of us have had in the past . 
Some individuals love the option and others really enjoy the set it and forget it method . There is nothing wrong with either way . It is a great way to learn how to tune things in the beginning and give you an introduction to being more self reliant in your new found hobby / fun . That is some longevity right there haha. If you run into a hiccup there is a plethora of knowledge most are willing to share here on the forums .
Having your own air source/ easy access to hpa is also a very important thing to factor in with the chosen pcp . And a chrono of coarse .
You have an invite to an incredible resource of information and opportunity with Ron . I recommend being patient and maybe very much worth the drive for the chance to hold and test fire different models at one of the events . Just the hands on in person handling and information is a huge advantage to pick the correct 2 pcp 's (bare minimum haha ) That you will soon own in the very near future . It happens to most all of us .
They have already given some great info on where to find some good deals above . You just go with what works best for your own personal piece of mind and comfort .
The trust thing is hard to achieve and is always a coin toss but there are several fellows on here who are well established and I would not blink in the least at the chance to deal with them and save A LOT of cash in the process , BUT that takes time and research to get to that point and IS NOT something I would recommend right off the get go to most very new individuals . There are also a lot of shysters and dishonest folks as well ! As we all know .

9 banded only. You are safe as long as you don't butcher them or spend a lot of time in contact. Shoot them, pick them up with gloves, bury them.
There are people that eat them but I would not take the chance.
