I've had plenty of regular L2s so I know the platform, but the 9mm has a slightly more powerful valve. Do you have a chrono? That would really be the way to tune the reg to get the speed you want. Can't help on a start point for reg setting without having one.
In terms of fill, as long as you fill above the reg pressure enough to shoot and not go below. 300 bar is the max, but nothing says you have to go that high. I usually fill my regular L2 to 260 bar which gives a 250 bar fill after cool down.
