Assuming you are using superior or slug liner try to shoot the slug at 950+ FPS. Also at that level of power you need harmonic tuning, 10-20 FPS range until you find the right group.

Very interesting. It will be good to see any future posts if you have a chance to maximize the slugs but the last JSB group is outstanding for 100 yards.

I have try slugs on my umarex Reign .22 fac and the results is the same like you.. can’t group anything with slugs..
I try the H&N 21g and the Jsb knockout 25g but the reign can’t make them more than 260m/s that is not enough for a slugs I think.
H&N @40m 5shoots.. 4find..
Jsb Knockout @40m 5shoots.. 4find..
Jsb exact 18g @40m (285m/s)... 5shoots... and yes the 5 are there!
I can’t tune anything on my reign for slugs.. I don’t’ think that going slower will improve something lol

Today I retry to shoot the H&N slugs 21g but at 50m.. and oh! Surprise! I have better groups than the JSB exact 25g?! 
5 shoots each and in the first paper there is 2shoots in the grey zone, hole in hole.
So I don’t understand what was happening yesterday but it’s look like that the slugs group better at long distance, Yesterday was a calm weather day but today is very very windy. 🌬
For comparaison the Jsb exact 25g group to 10cm today... and far away from the poi.
I don’t try the JSB knockout today.. it will be interesting to try a this distance too
