Is this pellet skirt damage normal?

I got a batch of JSBs in 22 and a not insignificant of them seem to have a fair bit of deformation. Is this normal?

I'm new to airguns after decades of shooting and handloading powderburners. I've always understood that they back end of the bullet is much more important to the accuracy of a bullet than the nose. Is this different for pellets?

hell no but unfortunately were seeing more sizes weights and deformations

Occasionally, a tin will get very rough handling, and what you see is typical when it does. And it isn't just JBS. I got a tin of AirArms in .25 caliber earlier this year, and half the tin was bent up, and a number weren't even shootable. 

I can't speak for your dealer, but I would certainly mention it to them. If they won't replace it, at least ask for a discount.

When I get pellets that have bent skirts I just use a small ball bearing that I welded to a 2” screw to bend it back

Those look pretty bent up. But if that was all that was damaged in a 300 round tin then your doing pretty good unfortunately. I dont think these companies can keep up with the demand an QC is suffering.

Have you tried shooting them? I have found that JSBs with bent skirts, still group pretty well. I think it's because they use a soft lead alloy and they pretty much fire form to your barrel anyway.
