Is there a good $300 compressor to top off my small HPA tank?

I think the answer to your question is "yes" provided your usage of the word "good" does not ask for too much.

13 cubic inches i believe = 213 cc a large FX bottle is 77 cc so it might be ok IF you take time and let the compressor cool off maybe divide the fill by 2 or 3 sessions ? this is just from what i read here , i only fill a gun bottle

Yes, it's the guns bottle. Its tiny. It airventuri HPA for the Sig MPX.
