Could a US gunsmith or airgun expert modify a 12fpe gun to take it up to a more conventional US power level, like 30-40? If it is possible, is that an expensive or risky process?

What's the point? Plenty of high power available here. Most Brit 12fpe have a FAC counter part anyway.

All depends on the gun. I took a BSA Ultra .25 from 9fpe to over 30fpe with just hand tools.
To answer Dan - I got a good deal on a 9fpe BSA Ultra and for no $$ it is now a gun I would have paid a few hundred more to get. Now I don't see the purpose (to convert) if an FAC version is available and at the same cost.

Gunsmiths HATE Airguns. Good luck trying to find one that would even touch them. You need an Airsmith specifically.
