Is it illegal to export airgun moderators outside the USA?

I'm thinking of getting a DonnyFL for a friend outside the USA. Is it illegal to export airgun moderators outside the USA? DonnyFL website says they do not ship moderators outside the USA. I know they are available to other countries so I'm not sure if it's just region pricing or if a special permit is required.

Agree. My guess it is on the ITAR list, but you would have to research. Plus the legality of where you are shipping.

It's not a straw purchase. It was a legitimate question. I'm more fortunate than my friend who is a hobbyist just like us here. It just so happens that he is in another country (which is actually my country of birth). We're not trying to get around anything. It's a simple gift. As far as I know, airgun moderators are not regulated at all in the USA therefore no such thing as a straw purchase. Although I agree that it's probably not the best idea because it seems like the Alphabet org can bring the heat on anyone when they just happen to feel like it. It's is quite sketchy that they can prosecute someone based on what the Alphabet org "assume" as intent of use whether there is evidence or not.

Whether we like it or not moderators are heavily regulated and taxed (follow the $$$). The puts our airgun moderators in a very grey area. I just wouldn't want to risk dealing with a felony if customs and the Alphabet org are having a bad day.

You may have already thought of this. If you were buying it. You could just have it shipped to him from the moderator dealer. Then you are safe.

While the folks in the UK won’t ship to the good ol’ USA, they might ship to other places. If it wasn’t a gift, I’d tell them to shop there assuming they are legal wherever they are.

He is in the Philippines. He has a YouTube channel with 60,000 subscribers. Lately though, he told me that he has been feeling down because YouTube has demonetized most of his videos.

Here in Canada any moderators found coming into the country will get the intended recipient up on charges. I don't know about other countries but you are possibly putting your buddy in a bad position.
