Indexing a New Skout Barrel

I received a new Skout hybrid barrel and it appeared to have an indexing mark between 2 and 3:

So I wanted to verify, and shot this pattern from 21 yards during a break in the rain:

The upper and lower groups are pre and post zeroing groups. The index numbers according to barrel rotation are:

I started and ended at #9 which includes a couple zero shots.
So, it was an index mark!

My understanding is that you want to set the barrel to the top or bottom center or you will shoot at an angle - resulting in an off center hit before and after the
zero point. Which begs the question: If my rifle barrel can't be indexed, how do I know it won't shoot at a slight angle? (Like it was "clocked" at 3pm or 9pm)

That would show up on a Field Target rifle as having to hold left or right by varying amounts based on distance to target, right?
Or is the effect so small that it doesn't matter? (or we right it off as wind effects?) I have made dope cards that have a L and R hold at different distances....

Do I understand this correctly? Or have I bought into some snake oil?
Have you indexed a barrel and seen a change in accuracy?
Does a gunsmith have a way to test and index a "fixed rotation" barrel?

You have the correct understanding, I always hear 12 o'clock is ideal. It looks like just over 2 is perfect on yours. A bad index really shows from 35, 50, 100, 150 yards. It's something I knew nothing about until I got my Skout, the logic makes perfect sense though. I took a razor blade and made a very fine scratch mark on the left side of the gun and barrel to get it back perfect after barrel removal.
 
Yes, agree, you have the correct assumption.
Judging by your 'chart', I also agree that #2 should be your highest point and keeper for the indexing. Looking at #8, which is spot on at 6 o'clock, pretty much tells you that while #2 was slightly left of TDC, your #2 shot may have been off slightly due to another factor.
