Impact Tuning and Frustration, Help

So, I have been working on tuning of my .25 Impact and have tried to do as much research as possible to try and understand the whole black magic of it all. Just trying to get an deficient, accurate setting that saves on air consumption.

I watched both Ted and Matt's videos which are very good, and Ted is right when he states you can "hear" a good tune. I heard it and all would be good if not for the fact that anything less than MAX setting of the hammer spring, the Extreme Spread (ES), goes squirrel-y, but if you are trying to slow things down to say 830 by using the power wheel, then you get a huge ES.
I followed Teds video with setting the regulator at 10-15 fps over the desired setting at MAX hammer spring. Then set to 5 and lowered to 830 with the hammer spring adjust screw. I get numbers like:
830, 831, 828, 811, 839, 825, 842, 830....etc

So at this point I'm not sure what to do. I might just set it to shoot at 860 on Max and forget any other tuning. Max is fine for best ES but it kinda takes the need for a power wheel out of the mix.

I'd like to try Matt's harmonics method by shooting groups while upping the regulator after each group and noting where the groups shoot tightest and go from there. Does anyone know what hammer spring setting to use? He kinda leaves that out of the video. Guess it wouldn't really matter. Or does it?

I could just set it to spec with the Max hammer spring adjust gap at 18.00 mm but that's for Exact King 25 gn and I shoot Heavy MKII. Lots of variables; I'm getting all discombobulated!

2-3% Variation is to be expected, even if you were to weigh all your pellets. 3-4% with unweighed /unsized pellets is fairly nominal.

You will always see the tightest ES with hammer closest to max as this will provide the most consistent hammer strikes being they are just driving the valve fully open every time...but you will suffer in shotcount / efficiency unless you reduce your velocity to around 4-5%~ below peak.
 
Trailryder, in this case I did not weigh and sort. I hate to use those for chrony testing even though logic would dictate that those are EXACTLY what you should use! 
Just shooting out of the can, this gun averages an extreme spread of 12 and an SD of 2-3. It has been as good as ES=9.
I think that one shot the other night was 795. That was on setting 4 where I was dialed into 830 fps. 

Also when set on anything below Max that first shot is Waaaaayyyy low then it jumps up on the second shot. At max the first shot is right there with the rest.m ???

Thanks for the input, guys. I'll continue to mess with it.
There are so many variables with adjustments....sometimes it'll get the better of you. I think I'll start with the regulator at 100 and go up as I shoot groups at distance like in Matt's video. Then I'll mess with HST. who knows, the problem might become minimal with the regulator at the sweet spot.
