I spoke with a dec agent about this and it states you can not HUNT with a moderator. But you can own and use one while practicing.

The Alphabet org does not consider airguns firearms so that’s moot. The NYS DEC “does” consider airguns as “firearms” when use for hunting, hence the nebulous line... again specific links to your assertions would be welcomed.

Maybe permanently affix one to your gun and if anyone asks just tell them that's the way it was purchased if you're ever asked.

Nah, it's a bullpup. I bought it because its compact. Its beautiful and dont want to mess it up. It was my first PCP. I just didn't know it was going to sound like a cannon going off in my backyard. It doesn't help I share my property with a school either.
I will just have to run a chop saw the days I use it to sound like I'm doing construction here or something.
I will also search for a real quite out of the factory, big bore semi automatic. If you know of any, please share since I'm in the market for one.

I am not sure of your situation but Airforce ss might fit. One thing to note these Big bores are not Back Yard friendly even the 308 ss sounds close to a framing nailer when shot and the impact is loud also Add to that the power these produce you need to be Darn careful about your backstop

I would either consider moving away from a shared SCHOOL? property or back the power down a lot (throw on a weaker hammer spring and start with a lower fill pressure if it's not regulated) to make the gun a lot quieter since you probably don't want to be shooting high or even medium power anyway on a SCHOOL? property.

Whoever you’re buying the gun from, have them red lock tite or permantly epoxy the moderator on. It’ll be before purchase, and shouldn’t be removable.

The subject of airgun silencers is hotly debated on the airgun forums. There is no agreement about the legality of silencers on airguns in the U.S., and the issue is far more complex than it seems at first.
This is the definition of a silencer contained in U.S. Code, Title 18, Part 1, Chapter 44, Subsection 922:
(24) The terms "Firearm Silencer" and "Firearm Muffler" mean any device for silencing, muffling, or diminishing the report of a portable firearm, including any combination of parts, designed or redesigned, and intended for use in assembling or fabricating a firearm silencer or firearm muffler, and any part intended only for use in such assembly or fabrication.
Further wording in the Code defines the silencer to be a firearm that must be serial-numbered and controlled. The use of a silencer in a crime can add penalties to the punishment for that crime, and the possession of an unregistered or unserial-numbered (i.e., homemade) silencer are both crimes by themselves.

As someone who has driven a truck for 20 years across all state line I can tell you what I’ve learned, when it comes to a state and federal law that differs on a subject the law that is most restrictive is the law in effect
Federal law sets a minimum standard state law can be more restrictive but not less than federal demands
