My first thought is to make sure the bottom of the pivoted slider is actually flat. Lap it with 400 paper on a flat surface to take down high spots, then polish. Then do the same with the cylinder surface.
I would probably then experiment with a thin brass or stainless steel shim between the two parts. See if a .005" shim allows proper movement of the parts. If it has no adverse effect, then I would attach it to the underside of the slider. (somehow!)
The HW90 has a similar design, but incorporates a thin plastic shim under the slider.
Now I'm going to have to look at MY HW30. Grrrr.
