I do not believe so, but then I'm not from NY. Still, I don't know of any State (and definitely not the Feds) that classify a .177 CO2 pellet pistol as a firearm. Not only does it NOT use any explosive method to propel the projectile, but it is below the .18" floor that some States use to even begin considering a shooter to be eligible for licensing.
