My fx impact but pad pulls out on the top even when the screw is super tight is that normal?

Yes! Mine can be pulled away if I pull on it.

yup same here. 
I took mine off to see why it was so sloppy in spots and other spots right. What I found was the slot inside where the thumb screw tightens. 
its tge slot that allows the pad to slide up and down. Mine was more then 1/4" different from top to bottom( the slot the the way the pad hangs from the back)
