Finding a place to shoot pigeons/starlings.

I don't really know anyone who owns a farm. But I'm dying to use my dialed in FX Indy on some birds. Have you been in the same situation and come up with a way to get permission for a location? Do you scout for birds first? Are they at every farm so I should just go and start knocking on doors? What's the best approach. I'm in central Illinois. Thank you for the advice in advance.
 
In Dallas, we have a lot of High tension power lines throughout the city! of course, there are a lot of other lines across it! so why not try going there?and maybe
set up some kind of attraction with bait? you know birds will go anywhere around area to other bird feeders, etc
and behine some large industrial building away from traffic! Street soft pellet will not damaged wires, concrect buildings
