EDgun Matador eccentric rear stock screw?

This may be a dumb question but I've learned that it never hurts to ask before you end up breaking something lol. I am wondering the method to tightening the rear eccentric screw on the Matador? I know there is one on each side of the stock and they are independent of each other so I am guessing you turn one side to secure the action down into the stock and then snug the other side so your setting doesn't move? Also how tight do you pull the action down, just enough to keep it from rocking or do you really lock it down to make sure it will never move? 

I have watched Ed's videos on the matador and it looks like he's not afraid to crank on every bolt lol. Thanks for the help!
