DOT / Large Air Cylinder Tank / Max pressure?

If it's a tank that is not intended for breathable air, you more than likely will not be able to find a suitable fill system.
In addition, it's very doubtful your dive shop would be willing to fill a tank that is not intended for breathable air even if they could.
You can buy older, used SCBA tanks that may or may not require a hydro. Know that SCBA tanks made prior to 2009 (15 years old or older) cannot be hydro tested or filled by a certified dive shop.
Hydro test when needed, are almost cheaper and quicker by taking them to a fire extinguisher service center in your area.

I was thinking about getting my SCUBA shop to fill the tank.. ^^^ What makes it a "not good candidate?"
What makes it not a good candidate is the gas that may have been in it. As mentioned, a dive shop may be very reluctant, if not flat out refuse, to fill a cylinder not standard to their industry.
You will have much more info when you see the tank for possible sticker as to what the previous contents are or were. And don’t crack the valve open and take a sniff of the gas coming out, there are gasses that are very deadly that take very little to kill you.
My guess is that it’s highly unlikely the gas at a “welding store” is “breathing air” but not impossible.
Best scenario would be it’s a tank that had nitrogen in it. And even better if it was rated for 6,000 psi. That would be great. But if it’s been laying in a field or parking lot for some time it may well be in need of a hydro test which would probably be at your expense.
Since you didn’t mention if you own a compressor and mentioned dive shop you might be acquiring a white elephant that you have no means of filling. But you might luck out. Let us know what you learn. As mentioned, get some good pictures of the stamped info on the tank neck.

Not an HP cylinder only about 300 psi max and never empty filled with porous earth and acetone to absorb acetylene gas
while that is true,,,(y), the OP still has not showed us a photo of the bottle or it's neck stampings, that he inquired about, until then, we are just guessers about what he has,,,
maybe he will post a photo when he gets it "next Sunday" according to his reply #7
