Does anyone own a Acecare tank with this type of valve?

The black knob opens the tank, is the red knob a regulator adjustment or just another valve in series? Looks like the small black knob is a bleed valve.

I have an Acecare tank but with a different valve assembly. This one has some similarity to mine but the pictured tank appears to have only one pressure gauge. The red "valve handle" is not a valve - it is only a protective cover for the gauge. If I am correct, then you can only tell the remaining tank pressure by using a deadhead plug on the line or closing a secondary valve (if so equipped). The small black knob is the bleed.
 
How do you fill this tank? Do you remove the gauge and hose assembly and fill through that threaded port. What is the threading on that?

No need to remove the gauge. Just unclip the hose assembly from the male foster connector opposite to the red gauge on the filling station, connect your compressor hose there instead.
