Chrono Test Down Range?

Why is ballistic testing done with the chronograph near the gun? To determine how lethal the projectile is, shouldn't the chronograph be stationed at various distances from the gun? This would help you calculate the foot pounds of energy at the point of impact. When the chronograph is near the gun, the results are the maximum but as the projectile travels, it slows down and the foot pounds of energy begin to tapper off.
