Chinese bottles are ISO 11119-2 or ISO 11119-3 certified, which is a more stringent standard than the DOT standard. FX air guns and most other airguns I have seen, all have bottles with the ISO 11119-2 certification.
In a letter of explanation from the DOT, this is clarified:

I bought a refill bottle from China for $113.

What is stopping them from just saying its those numbers? What is the accountability if they just lie and print/stamp whatever they want on the bottles? Your lawyer isnt going to be able to track anyone down, and even if they did and the US court ruled in favor of you theres nothing that is going to make them actually pay up. Same if you get scammed out of your money by some guy in Nigeria, even if Dr. Phil tracks them down there is nothing you can do.
For a US company, those certifications actually mean something. Even if a US company buys from China and resells under their own name, there's accountability so you can be sure theres actual quality control checks... Buy US when it comes to HPA
By the way your statement of "rated higher than fx and other companies", if its too good to be true it probably is.
