No tunes necessary because if you screw around to bump the power up even more you ain't gonna get as good accuracy as straight out of the box.

Blame the scope on his not good representation of how accurate it should have been.
 
Veteran is my personal experience with one gun for everything in the price range you mention that can easily and repeatably be adjusted for fpe output. Probably a Long version for enough juice on the high end for your coyote ambitions. 

Double that price and the Red Wolf (recently called the Ferrari of airguns by somebody on the form) offers VERY repeatable and super simple power level adjustments. I reviewed a Red Wolf Standard with a gen2 board. Had it in my possession for 7 or 8 weeks and used it for everything from long range (150+yds) pdog with slugs to sub 20fpe field target competition, with stellar results and success in both stated endeavors, and everything in between as well.

How are the adjustments on the vet all external and on the fly?

The hammer spring tension that is externally adjustable offers a very broad range of power output. If you're one of those guys that likes to mess with regulator pressure just for fun, than, no, the Veteran does not allow for changes to the regulator pressure without disassembly. The point I was trying to make is that the Vet's hammer tension adjustment is external and on the fly, and very repeatable with minimal headache.

But with your regulator set you can get a range of shots in different FPE accurately?

Yes. Mine is a Short version so maxes out at about 32fpe. But I've had it from 12-32fpe with the same regulator pressure and consistent shot strings. It lately lives at either just a hair under 20fpe or about 28fpe. One revolution of the hammer spring tension adjust. 
 
I put a reg in a Career 707 long version same as a Sumatra just different magazine and I could no longer hit things out to 300 yards with the regulator no matter what I did since it lessened the top end power so I sold that gun in disappointment reg ruined it but was same at 50 yards but not at 100 never the same that one couldn't get 1/2-3/4" any more.

Another I had it professionally power tuned and that one too didn't group as well on paper at 100 yards. Sold that one too.

Accuracy on BOTH got FUBARED by attempting to make both better.

The current stable I own in all calibers are unmodified except for trigger spring. I am no longer stupid. Leave well enough alone if accuracy is most important to you.
 
Check out the $300 Air Venturi Avenger in any caliber you like. The reviews place its power and accuracy right up there with $1500 guns. AND...it has an externally adjustable regulator to pump up power to 45 fpe if you like. Tack driver accuracy, although in my experience accuracy is 99% shooter and 1% gun.

It's not light, but I've adj mine between 550 fps all the way up to 950+ using a 42 gr pellet. I shoot my 59 gr cast slugs at 97 fpe just by dialing the power wheel.

What were you shooting out of it and what setting was the power wheel set at?
 
I had it tethered just like Southern gunner externally regulated at 3000psi at max power wedged in place with an improvised popsicle stick to keep it there. Shooting the 31gr Beeman Kodiak Match (Baracuda Match equivalent) and Benjamin 27.8gr Domes. I did not chrony but definitely cracked the sound barrier even with my huge LDC. Thought they were only doing 1100fps until I watched this video. 

I had excellent results shooting the discontinued 14.3gr 20 caliber Crosman Premiers too at 100 yards and so did the 22 shooting the brown box Premiers also discontinued at max power. Crosman pellets can handle the speed even if their skirts get puffy when shot. I haven't tested my 177 at max power yet since its ridiculously accurate quietly shooting at under 1055fps shooting 10.5gr brown box Premiers. Can't chrony at home if it breaks the sound barrier.

It's only 2.8 LBS as standard.with flod stock.
The disadvantage is that the original cylinder capacity is not large enough for big power.just 170cc.
But you can add their 350cc cylinders with regulator.It will add about 0.7 LBS.but 350CC absolutely enough.
You can imagine walking through the forest with a 3.5LBS gun with flod stock.


.25cal power is more than 40fpe It suits your requirement.
If it's not enough, it have 30 cal version has more than 60 FPE of energy.
