Budget scope for brother-in-law's 12fpe springer?

The whole family is getting together to purchase my brother-in-law a 12fpe springer. He'll be using it for general plinking, pest birds and some informal target shooting. 

I'm looking for a scope with the following criteria:

-springer rated

-$150 max price range

-3-9X, 3-12X or 4-12X magnification

-mil-dots (or something equally useful for holdovers to 60-70 yards, no dialing)

-adjustable objective (side AO would be preferable)

-decently clear glass

-no boat anchors

-I'd like to stay away from the ebay special brands nobody's ever heard of

 The Discovery VTZ 4-16 44 has been my favorite at just over $100. it's side focus and comes with a large side wheel from airgun optics plus.

its been on my R9 .22and now my HW98.20 cal. Very happy with it

The UTG 3-9X32 bug buster is a decent value at around $85 and is springer rated. I've done some nice shooting with it on my Benjamin Titan NP in .22.

UTG is OK. Have had one on my AA Prosport. Definitely springer rated. However, something happened inside the scope after a couple of years making the image not as clear as it was when new.

I have one on my hw97 and another I’m going to put on my HW50S. 

The glAss is Better than my hawke vantage imho.
