Possibly the manufacturers are providing for the general public not a few ammo nuts. The vast majority of users buy one or two tins a year not a cardboard box full. One must consider the cost of packaging and startup costs. OH I just got 5000 packaged well. At 21 pounds would the ones at the bottom get damaged in shipping, bent skirts? Some times what we wish for just might not be good at both ends.

I received 10,000 rounds of .177 last week. Well packaged with only a few light dents on a couple corners. All in all a painless process ordering as well.
