To my way of thinking it is anything larger than a .25 caliber. The standard calibers are .177, .22, .25 with possibly the .20 thrown in there for good measure ... but once you get above .25 cal you are delving into a lot higher power range.
But that's just what I think ... others may think differently.

It was always my understanding that anything larger than quarter bore was considered big bore.

I've always considered anything shooting slugs over 100 ftlbs a big bore . Such as a .257 @ 150 + ftlbs , still quarter bore but well beyond a pellet shooter .
