Beyond windage dial limits

Hopefully, the scope is not damaged, if it is a "package deal" scope that came with the gun, it is most likely damaged. By turning any of the turrets to their limit, damage will most likely occur. The best thing to do, is, optically recenter the scope. Basically, putting it back to center before you adjusted it. You can find threads on this forum on how to achieve that. As I said, hopefully it is not damaged. The next thing to do is to get a set of fully adjustable scope mounts. Sportsmatch and FX make fully adjustable mounts. They are not cheap, but will save you many headaches in the long run. These will allow you to put the scopes impact at your desired zero distance, and then just a few clicks in any direction, windage or elevation combined, should put you on your mark.

you never say if the scope work right in the first place and now has a problem or you just mounted it and it has this windage problem

so if it shot right once upon a time it ain't the rings, you did mention the scope by brand or power so it hard to say much about it but it is on a PCP rifle

The Burris rings with inserts work great. I've used them on several firearms. Picatinny to dovetail adapters are available that work very well if needed. I also have several sets of Sportsmatch windage and elevation adjustable rings and they also work exactly as designed. FX and NcStar also make adjustable rings. Several methods exist to correct your problem along with bending the barrel if that is your cup of tea-many swear by that method as well.
 
have you tried open/factory sights? if they do not 'zero'...a bent barrel would be first to suspect.

Seems most open sights on air guns are mounted on the barrel. I'm not familiar with the particular rifle in question. They might shoot well with the open sights but not be impacting anywhere near the LOS of the scope which is mounted to the receiver.

the question I made was did the scope on the rifle ever work right and until that is answered, we are all spinning are fins

It takes time to assure with forums so we might as well just toss every thought we have at him.
