Looks like a bad fence design. Another stringer near the top of the pickets will solve it.
At first I was wondering what the birds were looking at on the other side of the fence! (chuckle) ...until I saw the few looking back the other direction.

I'd like to purchase a couple of miles of fence of this type, the version that's adapted to feral pigeons.Â
I'd make a killing in any major city of the world where I'd set up that fence....! So much money for offering a terminal solution to the universal pigeon problem once and for all...!
