Anyone has knowledge about a REAP-IR usage in airsoft?

So I have fell in love with a REAP-IR thermal scope playing Escape from Tarkov a long time, exscuse the nerdi-ness. Apparently it is US-only and can not be shipped. Is this true? If so, why? And if so² - is there another way to get it, lets say, to the EU/Germany/Swiss etc? I am asking this as a layman, no bad intentions what so ever. I do only know the law-system here in the EU.
