I know you don't like FX but my FX400 will shoot the 18.13 JSB at 10 ftlbs with the turn of a knob.

Any Suggestions What PCP Would Do the Following?

I would do the Heliboard in the Pulsar. I have spoken to Jack and he can have one shipped out in a few days. 12 power settings and you can basically set those 12 at whatever you want them to be. I am sure he would set the lower settings to around 12 fpe if that’s what you want. On the upper end of the power settings you can gain a large amount of power over the stock high setting. I also know that Tony at Talon Tunes can install a power adjustment wheel on the newest gen Veterans. I just ordered a .22 long from him with the adjustment wheel and a power plenum. He told me I could get the fps from the upper 400’s to about 1,100 shooting 18.1 JSB’s by adjusting the power wheel. It seems you already have a couple that will do what you want unless you just want another PCP. In that case I would look at a Brocock like already mentioned.

I have a Heliboard in one of my 22 Pulsar standard (NON HP) it is perfect for simple quick and repeatable "on the fly" (takes only seconds to do) power changes for different ammo. Daystate should do this to all of their electronic guns straight from the factory like how they did with HUMA IMHO.
This is great for non set it and forget it folks who like to tinker with easy repeatability back and fourth. Mine also doesn't turn itself off nor have the dreaded first dead fire shot when changing freshly loaded magazines without having to do a double tap for the cocking lever on the first shot.
I also have the Daystate programmer too which is another highly recommended alternative which takes a lot longer to adjust power.

The Heliboard eliminates the need for buying same model Electronic Daystate guns in the same duplicate calibers to program set each differently unless you are collecting them as redundancies just to have a collection of the different stocks or on the relentless quest of sub MOA at 100 if none already does it consistently even with home made pellets and slugs.

My Red Wolf Safari .22 will shoot a JSB 18.13 gr. pellet from 21 ft-lbs (722 fps) to 49 ft-lbs (1077 fps) with the different power (program) settings of the Heliboard. This is the HP version of the standard Red Wolf .22. I'm using only programs 1-9, beyond that you are shooting above supersonic levels, too loud but still accurate. The Heliboard provides 12 programs, so it can actually provide even more FPE if I shot it above program 9.
It can shoot as low as 17 ft-lbs with the AA Field Diabolo 16 gr. pellets.
If your Pulsar is not an HP you should be able to easily achieve 12 ft-lbs with the right pellet without having to program anything on the Heliboard. If not, Jack can set it up for you to do that or you can program it yourself.

Only negative about the Pulsar is the porky weight. If you can score a Cricket compact with a skeleton stock it feels lighter than my Taipan Veteran Short.
Ideally a much lighter SPA P15 would be better if you get an accurate one or a Diana Skyhawk that's a little heavier and pray real hard you get an accurate one or change the barrel to a LW or CZ.

Are those P15 barrel lottery issues confined to the .25 cal? Or do they manifest themselves across all calibers? I have long distance accurate P10 and P12 in .25. Now urgently need an unobtrusive shooter to take care of a newly discovered rat's nest in the living room
But having said that, not sure how this one fullfils the mandate of adjustable power + carbon bottle ...

Buy used and have seller guarantee it's accuracy and include a tin of that specific accurate pellet too.

Install a Heliboard and shoot it at Program level 1 or 2. Contact jack gialoukos, by email [email protected] for information regarding acquiring a Heliboard. They cost about $280. Let him know yours is a standard power rifle and you would like to have the board programmed to shoot at 12 ft-lb or less at the lowest setting and increase in power from there. You can also program it yourself to whatever settings you require.
He manufactures these boards in Greece so it will take a few weeks to receive it due to customs and postal service delays, but that is the usual time frame.

You could experiment and try to run it really low air pressure and set power on the lowest setting see if it still shoots. See if you can live with the shot string.
Then buy a HUMA regulator set for THAT low pressure point probably a Renegade application may work.
That would be your cheapest way to go.
OR BORROW a Daystate Programmer (WELL THIS would definitely be the cheapest way to go).
You could also try to add a restrictor to the transfer port too or buy a 12fpe UK spec TP.
Drilled out grubscrew threaded into the factory TP may work too. Buy a spare TP just in case... Especially if the 12fpe TP is already restrictive enough then it's a simple drop in...
