Carl is wearing a shooting harness. This is similar to the Steady Aim harnesses that are still available today. I still use the one that I bought 15 or so years ago. They work great to support your lower back when seated.

The knee riser is an accessory devise that can be purchased from Rapid Air Weapons. Carl has the foot angled forward for some reason or another. I usually just keep it parallel with the barrel and rest it on my knee. The camming devise keeps it locked into position, but can be adjusted wherever you would like it. With the harness to support my back and the knee riser (the British call that a "hamster") resting on my knee, I find it to be a very stable shooting position.
