Would oxygen tanks be useable (emptied of oxygen and filled with air of course) to charge PCP guns? I can get a bunch of them. I don't own a PCP guns yet, but I might soon.

Online search shows 2,000 to 2,200 psi max fill for a variety of size medical oxygen tanks. WM

2000-2200 psi is a good tank to tether an older unregulated pcp to. They're not much good for anything else.
You want to be completely sure the oxygen has been dumped first as there is an ignition hazard if a vessel hasn't been properly prepped for it.
Somewhere on the tank there should be a pressure rating stamped in the metal.

Look for used fire fighter tanks. They are 4500 psi rated and are made from carbon fiber. Perfect for PCP's.
