I checked the purchase date of my Joe Brancato Great White and Guppy tanks and its time to get them tested. Every 5 years - right? So - how do I go about getting that done? Who does it? Guidance is appreciated.

Folks that do hydro testing are permitted by the DOT. If you go to the PHMSA (Pipeline and Hazardous Material Safety Administration) website and look under cylinder requalifiers, you can get a list of folks that are licensed to hydro pressure tanks.

I was fortunate that the dive shop I use performs the hydro testing also (and is listed on the PHMSA site). Very, very reasonable price for a visual, hydro, and fill with 2 day service.
IIRC, carbon fiber composite tanks hydro every 5 years (15 year life), fiberglass composite tanks hydro every 3 years, Aluminum hydro every 5 years (and last forever if not made from an evil alloy).
