I got a line on a 88ci tank I would like to buy but it was used for paintball. I believe he said the reg is non adjustable set to 1000psi. Is there a valve I can buy and do away with the reg altogether?

Yep. You should be able to put whatever you need on there, once you figure out the thread size.

Paintball tanks are 5/8". Ninja Paintball sells a valve with a 3000 psi output. They also sell the EZ Fill valve which fills to 4500psi but those seem to be hard to find right now.

The GOLD Ninja valve set to 3000 PSI. It runs about $100. Regular paintball regs are usually set to under 800 PSI.
Check how old the tank is, when it needs next hydro test, With a 15 year life, make sure it's priced accordingly. If you can inspect the tank, make sure it's not damaged in any way.
