Diameter on box is .217. When I make 22 cal jacketed 52 grain flat base bullets for PB rifles diameter is .2242. Does this mean that the rifling in an airgun liner is very shallow? If so, why?

There can not be a comparison between airgun rounds and powder burner rounds, as the barrels are just different. Additionally, you'll find .22 cal ammo in a variety of diameters. I believe there are 3 or 4 diameters available from H&N and others like NSA.
It's possible that FX makes the hybrids to fit the diameter of their .22 cal liners.
Also remember, all FX barrels use Polygonal liners. This is significantly different from a barrel with cut lands and groves.
I get excellent accuracy out of the .30 cal Hybrid Slugs, and on recovered slugs, there are minimal minimal rifling marks.

Welcome to the rabbit hole. Just don't do something really stupid and 'accidentally' grab a box of .22 for use in your .25, accuracy suffers. Don't ask how I know.
