Return it and pick a gun with good accuracy, not everything is about fps. If you dont want to go that route then i suggest you try using different pellet types as different guns shoot better with different pellets. This can be sometimes the case with the same exact gun(very rarely). Since your using a springer, you should try learning the “artillery hold” and double checking your scopes integrity. By scope integrity, i mean if it is super secure onto the scope rail and can hold zero. If your gun is also shooting pellets at 1300-1400 fps then that is not good because the .177 pellet will destabilize mid flight due to crossing the sound barrier(supersonic). You can stop this by getting heavier pellets. The best speed to aim is below 1000 or maybe 900+ to be safe.
