SUCCESS! Took the scope rail off and loosened the top strap screws. I could get just a VERY tiny bit of shifting on the top strap with the screws loose as well as the rail mount.This was enuf movement to center the scope rail around the barrel shroud. That said, if your scope is not optically centered for windage, you could get maybe as much as an inch and a half(at 50 yards) by skewing the top strap and scope rail. Be warned,those screws are very tight If they don't loosen, give the hex head a crisp whack with an 1/8 th inch punch and small hammer  and they should come right out, otherwise,you will round out your hex key…or worse, the screw head.  The whole problem was the scope mount  front rail machine screw was barely snug…not tight at all. This  apparently allowed the rail to walk left and right with the shots….regardless that the two rear screws were very tight. I can only blame myself as I was the one who assembled the rifle. I must not have fully tightened the front screw  and it loosened over time and finally was loose enuf to walk :(  Seems to be fine now with two adjustment shots and them seven for proving zero  :)
