Maybe he has a landowner permit that allows him to kill those birds doing crop damage?

I was at gun shop one time ( yes, a gun shop story) and one of the guys, told me that a guy was killing Robins. A ( DNR under cover) approached him and said "nice shooting; how many do you think you killed?" The guy said I think the last count was 36. DNR then said, that's great… He charged him $100 per bird.. I cannot confirm if this story is true or not.. BUT, it would make sense, would it not?
