I’m a bullpup fan. A .22 Cricket, .22 Wildcat or .22 Vulcan would meet your needs. Step up to .25 in any of the said guns and you’d exceed your requirements for power which wouldn’t be a bad thing. These are high end regulated precision PCP’s though and price will reflect that. 

If wanting to keep it under $1,000 or lower there are many choices to filter through. The Evanix Rainstorm II (traditional rifle) has a lot of happy shooters.
