As posted, it is a tie breaker.  The X is actually the roman numeral 10 and has only 10 points associated with it. 

Breaking ties in BR can be a somewhat complex series of elimination steps.  First, is the number of Xs.  If that is a tie, then it becomes things like first miss of an X or 10.  If that is equal, then there may be other methods of resolving ties before a shoot-off occurs.  Given time restraints, shoot-offs are discouraged.

In your example, the higher X count but with more nines is not considered better accuracy.
