It really depends on the gun since slugs are spin stablized… also what caliber? 28gr in .22 is pretty different then 28gr in .25…
In my 250z (.25cal) when I run 28gr I run them really fast. Like 980-100fps because they shoot crazy flat out to 150y… I don’t shoot H&N slugs but they are accurate… Id be shooting for at least 930fps.

If you are talking about .22 caliber slugs I’d be aiming for about 950fps. In my experience so far, slugs have done really well in the 940- 950fps range.

shooting my .25 FX Impact M4 with H&N 36gr slugs 134m. This is kinda grouping I got without a decent rear bag. Used soft small pillow under my hand since forgot the bag.
First shot was just checking I had my scope adjusted correctly and took it in middle of the plate, then shot group of 5 in white clear area.Upvote 0
I've been learning my HM1000x .25 and I've only recently started shooting slugs. The HM1000x seems to like slugs at 1000FPS and higher. Pellets require much less.
The rifle came with FX Hybrid Slug 26gr and so far not anything great at several velocities.
H&N Heavy Slug 42g at 1050FPS is a monster.

When I used to reload my own ammo for my .308 I learned too much speed can be detrimental. Like blowing up a balloon then let go it flies all over the place. Try something a little slower like 920.

I did, they group poorly at lower FPS. 1000FPS and above they are tight and the velocity is much more consistent. I saw the same thing with the Max 1.
