Will we be able to discuss the manufacture or modification of airgun moderators again? Will we perhaps be able buy and sell our factory made airgun only moderators by themselves in the classified section again?
Per a quick and dirty internet search, appears they would be treated as firearms - serialized. So however that is treated where ever you live, that is how it will go via federal, state, or local. IMHO, that will not change AN's perspective on similarities or differences between air and fire.Of the two possibilities of it passing, one leaves them under the NFA but has a 0 dollar tax and form 4473 modified wording to make it applicable to them under that circumstance(it's a tax law thing). The other is to make them "firearms" and transfer on a standard 4473, senate rules are funny, it is more likely if they let it pass they will do it as a tax law thing and they will still be NFA, 0 dollar tax, modified 4473 wording. In both change cases they will need a form 4473 done at an FFL, nothing different from that standpoint. They will never not have it transferred on a 4473, if they make it just like nuts and bolts at a hardware store, states/cities/towns/parishes/etc.. could do anything they wanted leading to all sorts of mahem, so they will remain "firearms" by federal law whether they don't change anything, or do one of the two nice things for those of us that use them(the real thing)
Just to be clear, current state they are firearms under federal law, once you get your tax stamp, you still have to do a 4473 form, either on paper or electronically to take possession, the tax stamp serves as the NICS check so no waiting. The tax stamp just allows you to do the 4473 on a new one to transfer it, a used one person to person in the same state does not need to involve a FFL with SOT because they are firearms and that is fed law(STATES CAN BE DIFFERENT) and can do person to person when the purchaser shows the tax stamp for that serial numbered "firearm" they received from the feds after form 4 transfer is approved and tax stamp in hand. Rarely people do that on used ones, but I wouldn't unless the seller had it on a trust and with my full payment put me on the trust as a legal holder of the item so I could take immediate possession while waiting for approved form 4 tax stamp)on person to person ones that takes a long time to get approval). Needless to say, person to person sales of suppressors are rare, and usually involve ffl/sot's anyway, just more money (one more 200 dollar transfer in the end) leaving almost nothing for the seller so mostly just collectibles go that route as they increase in value.
