This is the setup I recommend for you without breaking the bank.

1) Air Venturi Avenger synthetic .25 airgun.

2) Hawke Vantage 3x9x40 scope

3) one set of affordable scope rings

4) a affordable eléctric air compressor

Grand total $684.00 dollars

You won’t find any semi-auto airgun with that extremely low budget, also forget about filling your pcp airgun with a hand pump 😉.

I just prefer semi auto
Most of us do.... :cool: but best to get that idea out of your head for airguns. Huben has a good following, but I found it to be more of a novelty and it's not in the price range you suggested. As others have mentioned, the lower priced offerings may sound tempting, but friends dont let friends get a cheap semi auto airgun.
 
My first PCP was a .22 Marauder, back in 2010, fed by a handpump. I made many mods to it over the years, but still have it - it's on permanent loan to my dad. Later I added an Air Ranger in .22, and as great as that Daystate was I did not hesitate to add a Marauder in .25 a while later, and built a dedicated bench rest bottle fed Marauder from extra parts I had laying around (plus a few parts bought for it). I now also have a Huben K1 and a Sidewinder, both in .22, and while the Huben is my go to gun, I still shoot all the others some and they are not going anywhere. In fact, if I had to sell off any one gun it would probably be the Sidewinder.

I learned so much from that first Marauder, and that learning made the rest of the guns possible. I think the Huben would be a bit daunting as a first gun . . . .

By all means, starting with a Marauder is a great thing to do - and if you can get one used you'll save a bit of money too (most of my guns were bought used - it just takes patience).
 
I've owned two .22 Marauders over the years and they are great guns. Both my and my best friend's Marauders are heavily modified but were a great basic air rifle to work on and learn. I'm not sure if Crosman has improved their .22 barrels to be more consistently accurate but we both replaced them with LW barrels and they're very accurate. Awesome trigger.

But, another good friend just bought a .22 Avenger for $399 at a great air rifle store in Colville, WA. Last weekend we spent a few hours mounting the 3-12 scope, dropping the regulator down from 2600# to 1700# and taking out some hammer spring tension to make it smoother and easier to cock. We shot 8 different types of pellets and it shot all 4 types of Crosman pellets acceptably well but WOW, the JSB's shot awesome. We were shooting 10 shot groups at 50 yards and it's a real tack driver. 8 of the 10 JSB 18.1g pellets went through one ragged hole you could cover with a nickel. 2 were just outside that but we're not sure if there's something loose in the scope. This happened on another air rifle using this scope.

He then bought an orange AC/DC dual fan Vevor compressor for $165 off of AliExpress and it arrived in 4 days. Very neat little compressor. $24 scope mounts.

I'd recommend the UTG Classic 3-12x44 scope, not the compact or IR one. This scope is very good for the $100 cost and ranges well for a 12X scope.

These items would be just over $600.
