Mis-aligned mounts?

Recently bought this np02, brand new and put my hawke vantage 3-9x50 on it with hawke high mounts. After a few sessions at 10 and 20 yards, I've ended up running out of elevation adjustment and the zero is 2 mil dots below center. Just wondering if these mounts could be the issue? Any ideas or advice would be appreciated.

This is common on my Korean guns. Either use a droop mount:


If you do, buy those el cheapo medium rings on amazon. High rings on this mount are too high. They work great.

Or the FX no limit rings:

 
If the mounts were the reason you're running out of elevation, swapping their positions would very likely correct it.

Also, the lateral mismatch shown in the photo is probably because the clamping plates are not oriented the same way. With many mounts, the tooth on each side is different so the mounts can be used on either a 3/8" rail or an 11mm rail.
