Why would velocity be 940 in adjust position if reg is too low?

I set the adjustment screw to 6mm to start. I watched Ernest tune and all seems straight forward till I try it.

More info .25-700mm liner. Oddly it shoots the 34.9 Knockouts at 940fps in adjust position. Other numbers decease velocity

Front reg 120 Back reg 90 Trying to shoot some 34 gr Knockouts. I can not get the fine tuning and adjuster knob set properly.. Going from 1 to 7 decreases velocity instead of increasing. I have tuned the fine adjuster cw and ccw in several attempts but not making it work. Any help appreciated.
