Check if parts #68 and 69 are in place. This is the ball and spring for the power wheel detents, to keep power wheel from rotating freely.

Sounds like a pellet might be wedged & behind inside rear of receiver. 4 screws remove receiver & easy to check out.

1:19 is unlikely to adequately stabilize the 80-100gr slugs that you are looking for.
