It helps to know the FFL dealer, or pawnbroker, personally. FFL dealers and pawnbrokers each have resale laws for 2nd hand goods that must be followed, no matter what is bought/sold/traded. Each state, and most countries, have laws that apply. (All slightly different). Good Luck.
