Thanks for the responses. I'm still not sure if the stamped year is 82 or 92 (any opinions on the date in the photo ?). I am leaning toward 92 and if that is the case the seal is not leather. If the seal is synthetic, should it still be oiled ?

I have a DIana Mod. 45 T 01 Manuf. date: Looks to be 07 82. Very tiny numbers "8" maybe a "9". The top circle of the "8" is bigger than the bottom circle but it seems to be a full circle that is why I do not think it is a 9. See attached photo. Anyway I see online that if it is prior to "88"...
