Try a volunteer fire department. Take a can of coffee with you.

Have you tried welding supplies shops? I got my first fill at one in San Diego $22 the problem was when I went back for a top up also $22 !!!! I eventually found a dive shop 5 miles from me $7 for a top up 4500 psi so all good so far , also paint ball shops ( my local paint ball store had moved but told me on the phone my 74 cft tank was to large for them to fill ) good luck with your search, let us know how you get on 

Not sure where "southern mn" Vintage paintball can fill it when their tank if full. You can try a welding supply store (oxygen supply, toll welding,) they will more than likely irate you like I got. I tried the local fire department and got shot down so I ended up purchasing a china compressor.
