New FX Crown

Sounds like the regulator is stuck. First try adjusting the regulator lower and search to see if dry-firing a Crown is OK on the internals, otherwise shoot it with a pellet. It will have a super high FPS for that first shot, but it should be able to handle it. If after a shot or two it doesn't start working then the air needs bled off the system so that either the regulator can be cleaned or the gun shipped back for warranty work.
 
Does reg needle flicker when you shoot gun ?

I turned the hammer and transfer port wheels to lowest setting and the gauge slightly moved lower.

I am going to try a pellet through it and hope nothing bad happens

Be sure to let us know what that first shot's FPS was at 200 bar!

God smiled at me, after 20 calls to fx usa they finally answered the phone. The very nice tech. walked me through bleeding the reg. and resetting it to 130 bar. He advised that I leave it overnight to observe if the reg creeps. So I will wait till tomorrow.

So it wasn't the gauge, it had actually left their shop adjusted to 200bar? ;~(

As far as worrying about shooting it, I would think it would be the same as shooting a non-regulated rifle.

No it didn't leave their shop with 200 bar on the reg, the reg was at 120 bar when I unboxed the rifle. When I filled the bottle for the first time I stopped filling at 200 bar because the compressor was getting a little hot so I stopped. I then saw that the reg pressure was the same as the bottle.
