Store your tanks with some pressure in them. A few hundred pounds is enough. It doesn't hurt them if you store them at full pressure, either. 

It's best to store them in a climate controlled environment and in such a way that will protect the bottle from falling and the valve from being hit. As far as temperature is concerned, you want to avoid large fluctuations in temperature. If you do store them at full pressure, keep them out of sunlight or areas that will heat them up. An increase in temperature will also increase the pressure inside the bottle. 

If I were to store a 4500psi bottle for an extended period of time, I'd probably fill it to around 4000 and place it on the floor in the back of the closet.
