230 bar equals 3335 psi. Most scuba tanks are not filled to that high pressure. That's why shooters use scba bottles that are filled to 4500 psi. Hope this helps explain your problem.
There are some scuba tanks rated for 3300 psi, I have a couple, but I don't think they are common. If you're using a 3000 psi scuba tank you won't even be able to fill to 3000 psi. One solution would be to fill as high as possible with the tank, and then pump the rest of the way if you have a pump.
Another alternative is to buy a little Chinese compressor, they're cheap and is rated to 300 bar, I have one and fill all my rifles with it, some to 220, some to 250 and my Zbroia Kozak to 300 bar. I also fill my tanks with it.
